The article talks about teens needing to save for college and whatnot, but college is so expensive in some places that a summer job can barely cover it. Maybe the teens don't think its worth it. I didn't have my first job until I was 19 mostly due to the lack of financial means to buy a private vehicle. The necessity of work is determined by whether or not someone has actual bills to pay. Maybe the teen unemployment rate will open up jobs for adults who actually need to work. Its a positive anyways.
